protection of the atmosphere is an issue representing a special concern for the
Argentine government, not only in reference to the ozone layer, but also in
reference to the overall necessary actions that must be taken to mitigate and
contribute to facilitate the adaptation to the changes already in progress,
which are the starting point of the extreme meteorological events that
particularly afflict developing countries.
In view of this
concern and persuaded of the convenience of
the impending coming into force Kyoto Protocol, we have proposed Buenos Aires
as the venue for Tenth Session of the Conference of the Parties of the United
Nations Framework Convention on Climate Change, aimed at helping to give a major
boost for concerted adaptation efforts. I look forward to welcoming and
receiving with great hospitality your govenrmet’s delegations during the high
level segment which I will be honored to open in Buenos Aires.
We are going
through a moment of great challenges for the Organization and the Member States,
which requires responsibility from us all. Our hope is that, by means of a
renewed and unanimous effort, we may be able to provide concerted answers that
may bring the world closer to the ideals of peace, freedom and prosperity.
